After the five year ordeal that was the passage of the Anti-Homosexuality Bill 2009, a Ugandan court struck down the measure leaving proponents of the bill plotting their next move. That next move is here. BuzzFeed’s Lester Feder (who has stepped up to report frequently on Ugandan events) provides us with a look at the new Prohibition of the Promotion of Unnatural Sexual Practices Bill of 2014. We are going to need a shorter handle for that bill; I think I’ll call it AHB 2.o.
I disagree with BuzzFeed that the bill is more draconian that AHB 1.0. A quick read finds no death penalty or life in prison. I can’t find a reference to private conduct. The bill aims at promotion of homosexuality. The problem is that promotion is defined at all, but beyond that, it is defined so broadly that this blog post would probably violate it. The makers of this bill apparently think they can keep people from being gay by not talking about it.
I can’t promise to keep up with the daily ins and outs, but I will attempt to keep us up on the big picture.
